Ryan Deckert, President
Ryan has served as OBA’s President since 2007 and is in charge of strategic planning, organizational management and is the primary spokesperson for the organization. Prior to coming to OBA, Ryan served for six years as a state senator, where he chaired the Senate Finance and Revenue Committee, and four years as a state representative, where he represented parts of Beaverton and the Portland neighborhoods of Garden Home and Raleigh Hills. D.J. Vogt, VP, Government Affairs
Prior to coming to OBA, DJ worked as a policy and budget analyst in Gov. John Kitzhaber’s budget office, focused on economic development. In his position, he was responsible for advising the Governor and Chief Financial Officer on economic development. In this position, he was responsible for advising the Governor and Chief Financial Officer on economic policies and budgets for state government. D.J. also developed recommendations and proposals for the Governor on statewide fiscal policies.
Before joining the State of Oregon, D.J. worked in corporate finance and investor relations for Schnitzer Steel Industries, Inc. Prior to locating to Oregon in 2006, he served as Senior Advisor in the Office of Legislative Affairs for the U.S. Department of the Treasury in Washington, D.C. As a White House appointee, D.J. managed legislative agendas and advised the Secretary on legislative strategies to achieve the administrations policy objectives in tax policy, foreign investment and pension reform. He holds a Master of Business Administration and a Master of Public Policy from Duke University and a Bachelor of Science degree from the University of Notre Dame.
D.J. is very active in non-profits and community organizations in Oregon. He currently serves on the board of Hands On Greater Portland. He lives in West Linn with his wife and two daughters.
Joel Fischer, Senior Policy Analyst
Joel has worked five full legislative sessions in Oregon with a focus on business, environment, natural resources, education, human services, and public safety policy. He was a Government Relations Associate with CFM Strategic Communications Inc. during the 2011 session. He served as a policy advisor for State Senator Joanne Verger during the 2009 session, as a policy advisor to State Rep. Tina Kotek during the 2007 session, and he has worked on several candidate campaigns. He has been with OBA since January of 2013. He currently serves on the board of Framework International, a Portland-based nonprofit devoted to educating youth in Africa.
Joel grew up in North Portland and graduated from Benson Polytechnic High School (2002), majoring in photography, and Oregon State University (2006), majoring in political science. While at OSU, he was director of state affairs for Associated Students of OSU, where he trained 16 interns to lobby the state government on higher education policy.
Joel also lived in Taiwan for more than two years, teaching English and studying Mandarin Chinese.
Gina Williams, Director of Public Affairs
Gina joined OBA in August 2012. A longtime communications professional, she previously worked as a marketing specialist for Riverview Community Bank, served as Communications & Public Affairs Director for the Greater Vancouver Chamber of Commerce, and was a Public Information Officer for Educational Services District 112. Gina is a Pacific NW native and graduated from Sherwood High School. She holds a bachelor’s degree in journalism and a master’s degree in strategic communication from the University of Oregon. Go Ducks! At OBA, Gina is responsible for developing and implementing OBA’s communications strategy, managing the organization’s external communications and media relations, planning OBA events, and ensuring the quality of OBA communications with members and stakeholders.
Patti Winter, Director of Operations
Patti has been the voice of OBA at the front desk since she joined as Office Manager in April, 2011 after five years in alumni relations at Central Catholic High School. In July, 2012 she was promoted to Director of Operations where she has taken over human resources, office management, and association finances. Patti also plays a major role in event planning and membership. She is a bit camera shy — come say hello in person at an OBA event or our 200 SW Market Street office in Portland.
